Like being able to manually change the delay of an animation with coding that would be pretty nice if it is possible :)

It's not. It's been asked for many times, but I don't think it will happen any time in the near future.

I do think there's some value in a global pause feature, but I haven't gone anywhere with it because there are a lot of pieces to consider--including that in many cases, some animations and some degree of proc sleeping/spawning might still be desired.

I'm not sure what you mean by a "global pause feature." I think he specifically meant being able to change the individual delays in between frames in an icon_state -- wouldn't you specifically want that to be local to that specific atom? I'm not trying to sound rude or anything, I just am genuinely not sure I'm understanding you correctly because I don't know how BYOND itself handles these things.
