A needed file was not included in the byondexe tool.

This issue has been resolved.
Descriptive Problem Summary:
Can't create a stand alone installer with the latest byond version. I think this file is missing as its not in the bin folder and get the message when running the byondexe.exe.

Good catch. This will be fixed in the next build. Apparently I overlooked something when making a change to the build scripts and this file didn't get included in the bin directory. You can grab a copy of it however from your regular BYOND install, as a workaround.
