Descriptive Problem Summary:
As for Dream Maker's helpfile, it never displays any of the new updates such as the new pixel movement. The file located inside of the BYOND directory is up-to-date however, which leads me to suggest that the problem persists inside of a cache of some sort. The actual updates are working properly, it's just that the helpfile doesn't display what it should; which is causing annoyance.

Numbered Steps to Reproduce Problem:
I tried deleting the BYOND folder located in My Documents, and reinstalling BYOND but the problem still persists.

Workarounds:
Running BYOND through a program called Sandboxie. I have no idea why the hell it works when I run it under that though.
