It would be useful, if low priority to have a way to access the count of the number of procs currently sleeping or spawned or backgrounded.

This can be done by wrapping all calls to alert/input/sleep/spawn etc
i.e https://github.com/tgstation/tgstation/pull/25525

but I'm not sure it's worth the overhead of extra proc calls on all these and it strikes me that it's possible byond already manages this count anyway.

A proc or api to get that number would be mildly useful as a quick smoke check for admins/devs investigating load issues (i.e tracking spikes in sleeping procs etc)
