alt+up does not trigger on alt+tab on windows 10

Key-up macros were not caught in some specific cases like the Alt key in Alt+tab.

This issue has been resolved.
Descriptive Problem Summary:
If you register a hotkey for alt and another for alt+up, the alt hotkey will trigger, but the release will not trigger if the user then presses tab to tab out.

This does not happen to me in windows 7, but i've gotten reports of it happening in windows 10 (and maybe 8, still waiting to hear back)
