This does affect DS too, but it's been mostly minor in my experience.

I'm running a Surface Book, with a 3000x2000 resolution, DM starts to look very odd in places.

Would anything like this be realistically worth your time? It's not like I've ran into anything causing me to completely halt. Let me know and I'll start uploading a bunch more screenshots of what else is weird looking.
Better DM Support for 3:2 aspect ratio

You are making an assumption here. What makes you think this is the issue?

It's likely not. It seems something in your windows setting is increasing the size of fonts to make them clearer, but DM isn't properly accounting for this in how it spaces everything out.
It isn't the aspect ratio. It's Windows' text scaling. Yours is turned up extraordinarily high because of the high resolution. There's actually already a feature request for this.

Font scaling is something I plan to look at in 512. I'd like for interfaces in games to be able to adapt to this on the fly, and it makes sense to do something similar for pixel-specific dialogs like the icon editor.

I wasn't assuming, I was just simply mistaken. I hadn't thought of that, but yeah some game interfaces are a little uhh... odd.
Well I mean, there is also this which is just a standard resolution scaling issue.

That's at maximum zoom, which makes performance drop. Why does that even happen by the way? Whenever I start to zoom in more the CPU usage spikes fairly quickly.
It's the way that window is drawn, all with GDI methods. The window has never been adjusted for hi-res displays.
