Ive done all three techniques 3 times, passed the written exambt when I talk to the instructor and say "I'm ready to become a genin" it doesn't do anything...

Are you sure you haven't already become a Genin? Check your rank in the stats tab and if the issue persists, just message an admin when you're next on the game. :)
