Bleach: Hollow Flash

I don't mind how most NPC scale with the people online but I feel like some like the Shinigami Academy Test Administrator should have set stats. There isn't really any point to having a test administrator be scaled to stronger players and if you're concerned about people over leveling to beat him then just have a level cap for academy students. I hope you will take this idea into consideration.
