Descriptive Problem Summary:

Icons did not display correctly in webclient controls when the icon was not the first state in the file.

Numbered Steps to Reproduce Problem:

1) Create an obj whose icon has multiple states.
2) Give it one of the later icon_state choices in the icon file.
3) Output the obj to a grid control.
