I have reinstalled BYOND multiple times, removed my documents folder and everything imaginable, checked my firewall, I cannot get BYOND to load SS13 at all.

What OS are you running?
When you try to join SS13, what happens? Does Dream Seeker just not open at all, does it hard crash, become unresponsive, just sit at the loading screen (and if so, what does the screen say)?
Are you having the same problem described in this thread, and does that solution (downgrading) work for you:

(if so, please help Lummox JR get some debugging information so he can get this problem fixed)
