I believe he's refering to the interface.
If that's so, simply goto File > New at the top-left of the Dream Maker. Choose the Interface file type. (' "filename".dmf ')

Modifying the default window will allow you to create a custom skin. My recommendation is to learn more about childs and panes. You can do that here!
