This issue has been resolved.
Descriptive Problem Summary: In the latest beta 509.1303, the Byond Pager crashes upon startup. You don't even make it to the black fade-in box that has the Byond logo.

Dream Maker and Dream Daemon open as expected.

Open the Byond Pager and if you have the same problem, you'll experience a crash.

Expected Results: The Byond Pager to open as it normally does.

Actual Results: The Byond Pager crashes every time I try to open it.

Unless I use an earlier version, it doesn't.

Same problem here.
That crash is really strange, because the module isn't one of ours.

I found the issue, and it turned out to be something really stupid that evaded a few quick tests. Anyone who's downloaded 509.1303 already, please re-download.
