Considering Birch Bay is a lot closer to Seattle than it is close to Vancouver, I'd think that Seattle would be the better option.

One year, me and my grandparents intended to go, but we arrived long before it started, and couldn't wait around (we were aiming for the sea lion caves in Oregon).

So I never went, but had intentions to. =P
