Try www.spaceports.com . Last i was there it was still free, and you get 10mbps, once you fill that up you can request more(within reason).

I think what he means is an actual webserver program.
I've used Apache on Windows and Linux, but for getting up and runninng quickly on Windows, go for BadBlue. It's free like Apache, real easy to set up, has built-in peer-to-peer networking ability, can be set up to parse PHP easily, and is pretty powerful, fast, and small. I've used BadBlue for clients when they don't want to use Linux for some mystic reason... I can use Apache on Windows too, but it's still not as secure as the Linux version (although with a good firewall configuration, that pretty much seals it up...).
