Links and Pop-ups?

My pc has been acting funny lately, everytime i click on a link that is suppose to bring up a new window it just brings up a window and doesn't bring up the page or site. I've tried reinstalling my browser which didn't work. This is very irritating so if anybody has a solution please help.

Same here. Is it a transparent window? And when you click it, it beeps? I have that exact problem.

any window, anytime i click on a link that just brings up another page it justs brings up the window bracket
