The server does have to keep you updated on how the sounds should be heard depending on where the person is firing, thats only if its a 3d sound integrated game(Most are now of days.).
No it doesn't since the game can predict where a bullet hits, or a person runs, since that information is given because that is important for syncronization. From that information the game can do the sounds without needing extra information. The sound might not be in the exact location on every computer but it'll be very close and even if you had 2 14.4k modem users side by side you probably couldn't tell the difference.
