If I shut-off my computer, and I don't anybody else to get into my PC without my password, what program could I use?
My old PC had a password prompt available in the BIOS, but my new PC does not.

BIOS would definitely be the hardest to break. (Combine that with a chassis intrusion switch and you're golden! Those things are ANNOYING though. =D ) Other types of protection can work if you're only protecting it from semi-literate computer users; i.e. people who wouldn't think of, say, booting from a floppy. But otherwise, you'd really need to go for the BIOS. Flip through your motherboard manual and see if it supports password protection, or go into the BIOS settings and poke around. (Being careful not to change anything important, of course.)

Well, the guy isn't trying to hack my PC, I just would like him to not play "Counter-Strike" when I'm out of the house sometimes! =)

what's wrong with letting the poor guy play counter strike?
try pressing whatever the normal button to get into your bios is.. along with alt, cntl or shift.. otherwise..you can do passwords from the control panel under users in winxp...i forget how to do it in win98 but its prolly pretty much the same just look for it;P |

Trust me, there are a lot of things wrong with playing Counter-Strike, but keeping others from playing would mean you just don't want them to download something and play with that something which could get you banned from VAC protected servers.

I used to use something called Syslock, which worked well for what I needed it to do.
