Fangames are usually just Cookie Clicker with Naruto Shingetsu Sasimari Kyodetsuji reskins on them. I wouldn't mind playing a fangame with new gameplay elements, but the do that, you would usually have the damage the lore a little bit.

Well that's just it. You can freely damage the lore as much as you like (within reason) in a fangame. It's your game, make it what you want to be while still keeping the traits that the audience will identify with.
