Just recently I've been getting IE opening on a About:Blank page on start up, is there a way to disable IE all together(Which I dought, unless some hard core editing) or is there away to disable IE on start up?
If you mean when windows starts up, you can check and remove stuff from the Windows startup in the registry.

Start->Run->regedit
The registry keys where Windows keeps the startup info are the following:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion \Run]
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ Run]
Unfortunately IE can't just be dropped cold from Windows. Many of folder browsing is actually integrated with IE.

Also check out the msconfig program, which is a convenient way of disabling programs on startup. (Start->Run->msconfig.)

I'd also scan for spyware, just in case something else is starting it up for some odd reason. Something I do periodically is look through all the programs that start on startup and find out what they do. If I find something suspicious I research it and see if it's evil or not.
