IE was doing it too for a while, and Opera did it once before the image updated. As for Firefox it checks for cache dates on a daily basis I believe, not hourly or minutly. So it would have updated the next day if I wouldn't have forced it.

Maybe it's an ISP proxy server or somesuch that caches the image for a period of time, or until a refresh is forced.
