Yeah, I just looked in several different dictionaries and couldn't find it. If I were that guy on the show, I would be arguing that point.

I believe the main reason it's wrong is simply because they're two different words. The garden tool is "hoe" and the promiscuous woman is a "ho" (it's really just shorthand for "whore", so remember it that way.)
