Are these possible, or even a feasible way of renewing a membership? I know that exchange rates are always changing, but I'm more than happy to give $10 or so extra just to make sure it's the right ammount.

Yep. Just make sure you request it in US dollars, then mail it to the address that appears when you go through the membership signup process.

That's good to hear! Think if I sent it Wednesday, that it would count as renewing before expiring?

You'd have to ask the Powers That Be. I think in the past they've gone by the sending date rather than the received date for similar promotions though.
