I ran across this while on the internet i was wondering would that screw up my computer and/or OS(Windows Vista) because all i really need it for is IDVD,Garageband,IMovie unless anyone knows any PC programs that run exactly like it

You should check out the above. But ye, running it in an emulator is your safest option, should be completely cut off from vista, so you won't hurt a thing doing that.
Installing osx to run on your pc, though, could potentially wipe your drive leaving you no option but to do a clean reinstall of windows should you fail at installing it
