I'm getting kind of annoyed at not having stuff like Korean or Chinese or other language-specific characters to display properly. I'm thinking I'd have to download some kind of Unicode program or something, but I'm not sure. Any help?
You'll have to download programs for specific tasks. For example, you'll need a unicode-enabled browser to see webpages with unicode characters.

Also, SkyOS.
Just thought I'd add that as it is an interesting up and coming operating system. It supports unicode completely and I believe it is trying to mimic .NET through its own port of Mono and it is very POSIX compatible. As such, many Linux/Unix programs will compile and run on SkyOS.

It's just really interesting.
Windows tends to handle this with slightly dodgy langauge packs. You're probably best crawling microsoft.com for a relevant one.
I think Unicode is something that needs to be built into the application for it to display characters all around. For non-Unicode apps you can run them through Microsoft Applocale and select the language you want to use, or go to Regional and Language Options in the Control Panel and use the drop down box in the Advanced tab (requires a restart).

You might also need (or just need) to check "Install files for East Asian languages" in the Languages tab of Regional and Language Options.
