You mix up "needs to" and wants to" in this case.
I'm rather convinced that Ultimatum would find several hosts faster than you would guess.
Some developers however do not want to release a game before it is in a shape they deem near complete.
Thus they sometimes host a beta (not an alpha), gather input, feedback and potential runtime errors, then attempt to fix issues.
Others just want to have full control over the game they created, which is a perfectly valid point.

I would sponsor a month of dedicated hosting on farawayhost (dedicated Linux Dream Daemon), if I spotted a game that manages to convince me (both with game play and graphics), while still being legal (no copyright infringement).
