Is there a way to get Naruto GOA's host file?
If so can someone tell me how?

No, ripping is stealing someone else's source code or resources and using them for your own projects. Host files just let you host the game.

Not to mention GOA has a host-block to disallow most people, I think.

The host block is most likely easy enough to get around. That being said there isn't any real reason why they would want to host besides either putting themselves in a position of power or using the resource file to extract the graphics. With the later, they could just use BYOND's cache.

Yes, its possible. But anyone with access to the host files can do this, and just because they have the host files doesn't mean that their goal is to rip icons. Host files are also required to, you know, host the game so people can play it.

BTW, extracting any kind of media from a host file isn't considered "ripping" until you use them in your own project.

There are programs to extract the source from the host files and they are honestly pretty simple to get a hold of.

The only ones that are easy to get ahold of are the ones that extract the resources. Source decompilers are very uncommon and not easy at all to get your hands on.

Considering only like two people even have one, I would say it's near impossible to get it unless you make one yourself (which begs the question "Why?").

No, because the people that can produce a decompiler for DM are not by nature stupid or 12 year old angry white kids.

True enough. The people who did don't even use it, due to how pointless it is.
If you can decompile something, it's 50x easier to make your own replica of a game with an understandable source code.
