The movement of charas using the move proc

i am making a game but i cant seem to get a walk slow down sort of thing going. I have one but whenever it does it seems to not let me teleport can anybody help me making something thats stops player from zooming across the map and also allowing teleports because for some reason my one doesnt like teleporting
