To clarify, He was banned for RPing touching little girls in their no-nos repeatedly across 5+ servers on my game. Then after that he began making 7 year old characters that would go around naked and peeing in front of people vividly describing the action. I told him that I wasn't going to let something like that on my game. I gave him the offer shown in the screenshot. What I was doing is denial of service, I reserve the right to deny anyone service to my game. Especially if they're a problem child like him(Gyro Gun). I told him I would allow him on the game if he paid a fee and his limits would be that he would be able to have his own host files without staff and I would limit his hub access if he abused this.
