how do u make 1 zlvl a town and the other a forest?

Create two map files. The first map, in alphabetical order of the filename, is Z level 1. The second is Z level 2.

Alternatively, make one map file and give it two Z levels. Switch between the Z levels in the map editor by clicking the arrows in the "Coordinate" box.

Oh, and learn some grammar.
