Try downloading the Apache Web Server from www.apache.org and setting it up on your computer. Then you can upload HTML and CGI files to the web server. If you know Perl or PHP, you can write your own forum code pretty easily. Otherwise, you can download a free forum code form somewhere - it'll probably be full of popups and ads, etc, but it'll be a forum. If you're on a dialup, then ask someone else with a DSL modem to do this instead (dial-ups don't make good web servers).
