How do i put an MP3 in my broswer so when people log on the muzic plays to thereselves?

You get a host somewhere, rough example would be http://www.tripod.lycos.com/

Then you upload the song you want to that site, and put it up as a browser in your game

If you want more control over the sound, you can take the .mp3 and turn it into the .ogg format, which BYOND 3.5 supports. Then you could play it using the sound() proc like any other sound with BYOND. No need for the browser. :)
