It's easy.

Step 1: Create a list var for banned key names.

Step 2: Create a verb or accessible admin command to add keys to the list and immediately deleting them from ingame.

Step 3: Add a conditional at login - if their key is in the list, laugh at them, then delete them.

Step 4: (Optional) Add some fun effects to the ban so the condemned sees a big smiley that says "Goodbye, from [the admin's name]" for 5 seconds before the player is removed. Maybe send a message to the admins online that tells them that the banned key tries to log in, maybe with some funny soound effects as they are blocked from logging in.

I believe those steps make key banning simple enough. You can ban a savefile simply by deleting it.
