Well,I want to recruit a good team,but everytime I put an ad up,nobody applies.Nobody decent,at least.What should I do to recruit a good team?
Offer payment.

Most of the people who are worth their weight will just work on something if their own when they get in the mood to program. I lend a hand to people once in a while, but it usually doesn't last long, as I have things of my own I want to finish (I will eventually finish one of my projects, really!) But payment will get their attention.

If someone would pay me enough, I would quit my current job and spend all my time programming. Of course, to be sure I would get promised payment, I would want to go through a reputable middleman like RentACoder. But I'd be much happier programming, and I would be willing to do so for less than I'm making now. Offer me minimum wage and I'll take it.

But I DON'T have paypal account and my ISP is too unsafe for making one,too.How can I make a good team without having to pay anything?

if youre not in a hurry to make a game, do it yourself, theres no rush and youve all the time in the world.
However, if you are in a rush coz you want to sell your game you must pay for a good team.
Good programmers just like good flamenco guitarists cost LOADS of money. Its not the final product which costs money but the hard work and long term effort put in before which must be paid for eventually

Another way is to just start the game. If people are interested, they'll offer help.
Bribe gurus with sexual favours.

Although I can't say anything about recruiting a team since I've never bothered to try doing that, I'm not sure its really necessary anyway. All you REALLY need is to learn how to program on your own, then once you have a good idea, things will come together from there.

As the programmer, you build your good idea, then attract some players. If the players like your idea, some talented individuals are bound to come along, and if they like your idea enough, and they have talents in areas where you obviously don't (such as graphics), then they might pitch in their support and offer to help you with your project.

At least, that's how I end up helping people most of the time. Assuming they want help, that is.

And to counter Loduwijk's argument a little bit, I, personally, do a crappy job when I'm doing it purely for money. I do much better when I'm helping out because I like the project.
