Hiruko is pretty much useless because of his easy dodgeable senbons and low mobility.

The guy has instant potential OHKO projectiles in his first form, a collection of the most powerful non-lock projectiles in the game plus an AoE in his form, and has by far the most OPed NPC spam in his third. The ultimate easy-to-play character and Hanzo with an extra form, why would he need any type of boosting?

No boosting. Trying to balance his first form and trying to make his 2nd form maybe more useful.
