Is there a way I can play .spc sound files?
No. Not if they're not on the list. Of course, you could still try to play it with sound().

Only alternative left is to host a ShoutCAST server and route players to that through the game.

I've never heard of the spc sound format.

Also, you can just get an audio converter, like Audacity or something. But I dunno if it supports spc since I've never heard of it.

I've only heard of the .Spc format for audio rips from Super Nintendo roms.

That's what it is.

For the OP? No, you can't play spc files in Windows. Find a program that lets you convert it to .wav files, then convert them to .ogg files.
