Naruto Izoue -How where they able to do this

This was a Great Game and a lot of the later games are based off of some concepts from this wonderfull game but anyway my question is this In Izoue Admins wer able to spawn a mob like the nine tailed fox or Shohaku at will in the game and it would attack a village and i wanted to know how they did that

Make a verb that's admin only, that creates a Kyuubi or Shukaku that after being created moves in the village's direction attacking mobs it sees.
