hey im new to coding. im trying to set an attack verb/proc how would i go about that

Well, basically, you code your own attack verb or proc to do whatever you want it to do, manually, deciding yourself what exactly an attack is or does.

I recommend hitting up the official manual. It includes some examples of attacks.

I'm afraid I don't know how the PSP interprets web pages, so I couldn't help you there. Try browsing the site with a full computer.

Just as a side note, since he mentioned "anime" game, it's likely that the Classified Ads forum isn't the place he wants to look at:

"DO NOT make posts for projects which knowingly make use of copyrighted material or another person's intellectual property without their permission. (This means fangames and other such projects)"

In that case, the Anime CA forum might be the place to go.
