how i make myself an owner?
and how i give ranks like GM?

See the little box below the words "forum search" about 1-2 inches above this box, and 1/2 an inch to the right? Type "GM" in there, and click one of the links. That is your link. If it doesn't work, check another. It will be a lot faster than getting someone to help you for something so trivial.

I bet you don't even know how to make yourself owner/admin becuase you are using someone else's works. If you want actually to become a decent programmer read the DM guide/reference DO NOT repeat my mistake. (i just started reading the DM guide/reference and now i see how bad i was, well i am bad yet)
