icon editing and conversion

What would be a decent FREE program I can download. I just want to be able to draw pictures that are compatible with BYOND (or can be converted to an extension supported by BYOND). I just need something simple, I'm not that great of an artist, it can be something like paint, except that I need an actually invisible background instead of a white background.

You could try PAINT.NET.

Microsoft Paint.

Then just copy and paste.

MS Paint doesn't support transparent backgrounds.

Paint.net is pretty much awful.

If you can't get photoshop, I'd recommend the GIMP.

My experience with GIMP is that it has a horrible (like, REALLY horrible) interface and it's completely unclear as to how to get ANYTHING done. Really a hallmark of most open source programs, I've noticed.

I've not had any issues with Paint.NET, though. Maybe if you want filters from Photoshop it's not great? But those are silly anyway.
