Ip banning = Fail

Hello.
Is there an Way to Area Ban someone?
As i noticed today, Someone kept logging in and changing His/Her Ip Adress. That means also he/She kept Changing the key
But is there an way to Area Ban someone?
That would help allot -

Try banning based on computer_id, as well as IP and key.
The computer_id variable is constant for computers, and likely won't be changed(unless of course they move to another computer). If they do move to another computer with the same IP or key, automatically ban that computer_id as well. This is probably how sticky bans work.
