Is there some form of icon stretching proc in existance? I.E. Stretch(usr,200) would make usr's icon 200% bigger.

Negatory.
The best you can hope for is some kind of tedious self-made proc, which will be even worse if you try to go beyond the 32x32 limit into four icons.
