This is pretty simple, I think.

Sometimes, when you're working with someone from a different timezone, their files are written with modified-times that are a few hours ahead. However, unless you alter the file, no matter how many times you compile, the file will always be from the future.

Altering each file and then saving/compiling is a pretty annoying process. Save All doesn't save every file if they aren't altered...so. yeah.

I wouldn't call this a bug...so, feature request.
File time stamps should be saved in UTC, so if you both have your time zones properly set it should work fine. Last time I looked at the RSC format, it used a Unix timestamp for its compiled and modified dates, as well.

Is your problem that it keeps rebuilding the RSC because it thinks the icon has been modified?
Nope. The recent issue was based on the map and code files. I checked all the files modified times, and only those were from the future, and those were the ones I altered to fix the issue. Nothing to do with resources.
