For reference, I have low bandwidth satellite internet so I usually have a bad connection, but this is something beyond.
Every time I try to log into my pager from this account, it'll freeze with the notification window for online friends stuck in the bottom right of my screen.
This is only some of the problem, as I am unable to bring up an action window whenever I right click Byond or the Byond icon on my taskbar tray. The only way I can turn it off is if I open my task manager which informs me it's using ludicrous amounts of my CPU (up to 367,000 K at times).
This does not occur when I am on a Guest account, and I cannot log in on another account.
I found out I was able to directly connect to servers if I have Byond off and I go to the Hub and connect directly, but on occasion when it asks me to log in, it'll say my account is not valid or that my password is in an outdated format.
So I changed my password and this just made it significantly harder, and eventually after repeating the "Close Byond, Connect From Hub" process a few times, I was finally able to connect to a server again.
This does not solve my frozen pager problems. I tried to downgrade to 498.1148 and it would connect and I could receive pages, but it was ultimately not allowing me to use any buttons.
Restarting my computer does not solve this problem, and checking off automatic login makes this process a lot harder.
Needless to say, this is causing significant amounts of problems.

Since it sounds like a surge of issues are happening at once, try doing these general help steps first to ensure a clean start and to help rule out any temporary/configuration issues.
First, check to make sure that you are running the latest beta version of BYOND. At the time of this posting, the latest beta was 500.1211. However, to be sure that you have the latest version, download it here. Be sure to run the installer as an administrator (right click the .exe and select "run as administrator").
Next, locate the BYOND folder which holds all of BYOND's configuration settings. By default, the BYOND folder is located under C:\Users\[user_name]\Documents. To clear this folder, ensure that the BYOND pager is not running, and rename this folder to "OLD_BYOND". On the next BYOND pager start up, this folder will be regenerated, with default values.
Finally, double check to make sure that no firewall (Windows firewall, antivirus programs, etc) are blocking or restricting BYOND.exe, dreamseeker.exe, or dreamdaemon.exe.
If the BYOND pager is still not running as expected after following those steps, try doing the following:
First, check to make sure that Internet Explorer is installed and running properly on your computer. BYOND uses Internet Explorer for browser and pager functions. If IE is having a problem, that may be causing the issues with the BYOND pager. Check to make sure that you have the latest version of IE available for your operating system, and have the latest updates for IE installed, by using Windows Update. You should also have the latest version of Adobe Flash player installed for Internet Explorer. (This can be done by installing Adobe Flash player while using IE from here.
If the friends tooltip is appearing when the BYOND pager becomes frozen, it may help to disable the tooltips. Assuming that you can not access the options menu from the pager (If you can, you can change the setting by going to menu(gear symbol) > preferences > Uncheck "Show tooltip window...") You can change this setting by opening the BYOND folder (By default located in C:\Users\[user_name]\Documents) > Open the cfg folder > Open pager.txt > locate "popup-alerts on", and change it to "popup-alerts off" without quotes (If you can't find "popup-alerts on", then add "popup-alerts off" on a new line) then save the pager.txt file.
