What GM tools?

If you mean the special administrator verbs that many people have in their games, you have to code them in. I highly recomend Spuzzum's s_admin library. It has almost any admin power your could want, and probably a few you didn't even realize you want ;)

No GM_Rename though! I always need that.. Also I like my GM powers to be in a different category =P

You're in luck! Both of those features are in the newer version.

However, you can use GM_edit to change the name, and easily add "set category = "My Panel"" to each verb, concurrently.

Unfortunately, if people want to follow Lexy's ways and use a mute command, they have to code that themselves; there is no way for s_admin to readily adapt to hundreds of different types of say procedures.

Check under Libraries and look for s_admin or something
