If you are experiencing slowness in scrolling while using the map window in Dream Maker, I have discovered a solution. Beware, it may or may not work for you, however it worked for me. Keep in mind that I am not responsible for any of your own actions.
Now that that is over with, here is what worked for me.
-Right click the desktop and select Properties.
-Go to the Settings tab, and click Advanced.
-Select the Troubleshoot tab.
-Move the slider back (left) one notch, and select Ok.
-Click Ok on the last window and you should be prompted.
-Respond Yes or Ok, and the monitor should flicker.
-When the monitor finishes, open up Dream Maker and try scrolling.
*To reverse the process (if it didn't work) just go back and move the slider to the right one notch.

I'm not using the same OS as you, what exactly are you doing? Lowering the resolution?

No. Turning down Hardware Acceleration one notch. On Windows ME, it seems to be the Performance tab, not Troubleshoot.
