When you submit a game to be reviewed, what happens if the .zip isn't uploaded to the website?

Let's just use this as an example:

I submitted a game: Turnout = Changes Requested

Status : Changes were made, time for a new review

Now what happens if I submit it. Can I avoid submitting the .zip to the hub?

As long as they can play the game then they can review it. If you upload it to the hub or to some other webspace (which I believe would override the hub's zip package anyway) then they could review it. They do not accept games that are subscription-only because they cannot access them without paying, so I'd imagine this would work in the same manner.
The game needs to be playable for free; both so that we can review it and because it's hub policy. (You are free to charge for extra features, of course, unless it's a fan game.)

In other words, it needs to be (a) downloadable for free or (b) playable on someone else's server for free.

Having access to the game does help review it, but isn't the purpose of the policy. We don't want a hub filled with games you can't actually play. Everything on the hub should provide some kind of free experience; it's fine if the game creator wants to charge for access to portions or features of the game.
