I need help for my setup of my server PLZ

Issue hasn't been assigned a status value.
When i open tgstation.dme file it says that another application is running it , even if i restart the computer or check in the task menager ! I'm out of solutions PLEASE help me.

1. Open tgstation.dme file and get the error.

If you're trying to host Space Station 13 while also having the code open on your computer, you're going to have a bad time.
