World opened on network port 1498.
BYOND hub reports port 1498 can be reached by players.
Except when people try to join or I try to join from pager or hub.
It comes up connection failed. I followed the steps on Portforwarding.com except it still isn't allowing players to connect.

I would suggest double-checking the firewall/antivirus on your machine to make sure Dream Daemon/Dream Seeker are allowed. Sometimes you also have to allow the particular port.

My firewall and antivirus doesn't make me allow a particular port, but i did that and it still isn't working.

Did you setup a static IP? I had that problem, but I forgot to setup the static IP.
