Well, since 4.0 is all about costumization, how about you'll be able to make your own icons like the chatballoon icon?
You could, for example, make your own OOC icons without making it hud that way, and you'd just need to press it to be constantly in OOC.

I'd prefer it to where there's a screen of icons, like in Windows XP, and you can browse your computer for a replacement icon.

I can't speak to whether this specific feature will be implemented, but it sounds like exactly the sort of thing 4.0 is supposed to allow.
