I think this is really important, this will provide instant way to communicate between other programmers.

BYOND already has such a thing. The PAGER, Chat, wiz_chat, etc.

It was attempted a few times in the past, but never really caught on.

Exactly. No wonder an IRC channel won't caught on as well, what's the point? Not much reason to want an IRC server/channel for BYOND when pretty much everybody can easily make their own better customized "IRC server" in DM in 2 minutes.
